Legislative frameworks; Royal Commissions Act 1902 (Cth) Letters Patent and Terms of Reference Commissioners, counsel assisting, other practitioners and commission personnel Gathering information Hearings and oral evidence Procedural fairness Social, political and regulatory contexts Findings and recommendations Law reform and policy making Implementation
